After the events of Project Arrow, emissaries from URSA have been dispatched to the various PMCs that are not affiliated with GAIA. One trooper from her squad was sent to France. And after the events of Andrea's reporting in, Natsumi was sitting aboard the helicopter, waiting for Andrea to arrive. They'd lift off under radio silence and head for the city. The Lady Rider hadn't changed her outfit at all, going once again with the black dress, heels, and Driver on her waist...

Andrea, meanwhile, was wearing a business suit, her Sengoku Driver also on her waist. "Sorry I'm late, Lady Natsumi!" she said before sighing. "Dry cleaners are a real pain sometimes... Anyway, are you sure about heading out to Steelport? The whole city is under the control of the PMC there..."

After the door was closed behind Andrea, Natsumi nodded. "Aa. The Saints are quite the military PMC, and they have Rider Gear. That's what put them on URSA's radar. We're prepared to hire them for the necessary operation. And besides, you're going to be with me."

"Yeah, but I heard about their Rider," Andrea said as she got into the helicopter. "I heard that he managed to pick fights with both Riders and SHOCKER during the war... and WON. And this was before he got his belt!"
