During the war, a Kuuga Rider Kick destroyed Paris, and the Arcle was lost. The seat of power in France has been moved to Bourges, where the French President holds office. Due to the leveling of Paris, the President at the time forbade URSA from establishing any sort of base of operations in the country.
Following the PROJECT ARROW incident, URSA command received a distress call from Bourges where the French President had been taken captive by insurgents. He had escaped, but his daughter, Iris, had been taken prisoner in his stead.
The insurgents are believed to be with Shocker, as is GAIA. The incidents are believed to be connected.
Takatora Kureshima has seen to it that Tyr was dispatched, along with a representative of URSA who might be better served doing this mission, Seto Arai.
