Overview:
A depressed broken soul would be the ideal sentence to describe Tomoyo. She has no self-esteem and believes that she has nothing to live for other than her purpose, she has no confidence that she has anything useful to contribute to the world and therefore is content in being ordered around. She doesn't become angry when people insult or is mean to her because she thinks that she deserves it all and there is nothing that anyone can do to make her change her perception of the world. To her the only purpose she as in life is to become a weapon, a weapon to protect the world and nothing more, she knows that one day she will no longer be needed and she knows that would be the day she die.
She has an almost fanatical zeal in fighting eager to either win or die and she will not stop until all threats are neutralised. She will fight against enemies using whatever means at her disposal and her high tolerance for pain means that she is usually found in the thick of the battle either unaware of her injuries or ignoring it completely and with each wound her zeal becomes even wilder and fiercer.
She has a war-mentality and believes that she has been recruited to fight a war against the monsters, against those that would threaten the world. She has no problem with that and is willing to do anything to ensure that peace returns to the world. She is not exactly emotionless in her speaking though one could easily misinterpret it as such, but she states the fact to people though she is still shy and will only speak when spoken to or when it is necessary for her to speak. The one thing she fears is that she becomes useless before she believes she has done anything as she does not want to be alone and if someone says that she is useless she will go into a deep, dark place and nobody knows what she would do in that state of mind.

History
From beginning to now Tomoyo's life seemed to be a roller-coaster of disaster and depression. From a small child her parents were unforgiving and had high expectations for her to succeed in life, they put her through tutors, music lessons and basically anything that they thought would allow Tomoyo to succeed in life. Tomoyo went through the motions even though she was unhappy with her parents decision, but she wanted to make them happy so she continued to follow their directions.
However things went from bad to worse when she began to go to school, she wasn't the prettiest girl, nor the smartest, nor the most athletic; in fact she was plain normal if not worse than normal. She was constantly teased about one thing or another and nothing the teachers did alleivate the problem, the bullying and teasing continued throughout her life and she began to spiral into a cycle of depression. She began cutting during high school as a way to ease the pain though it only brought her more suffering, she contemplated suicide a few times, but decided to push through the suffering in order to see if things got better.
However she was pushed over the edge when on the day of her graduation she was humiliated by a group of bullies that had tormented her and worse still it happened in full view of a large crowd. Tomoyo went home humiliated and hurt and she never attended her graduation ceremony causing her parents to yell at her thinking that she didn't want to attend the ceremony at all; the final blow came when the application she sent to a flying school was rejected.
Thinking that it was the end of the world she decided that it was time to end the pain. She began to climb to the roof of her apartment and was about to jump off of it when the powers hit her and nearly made her stumble, she had no idea what had happened and was frightened sending her back to her room where she stayed for a time.
When the government approached her and told her what kind of power that she possessed she finally saw another reason for her existence. She would serve as a weapon for the world to use, to protect people, she had no other means of living and the battlefield was where she belonged. Whether death or glory awaited her she didn't know, but at least for now she had a purpose and that was all that mattered to her.
