Overview:
Hiyori is a quiet girl who doesn’t like to speak too much preferring to do things quietly and without any fuss. She likes to cook and draw as she aims to be open, and own, a world-class café and be its chef though she also draws as a hobby and is remarkably good at it. She can easily make friends even with her shyness as she is easy to get along with and tries her best to make sure that they know that she is there for them.
She frequently experiments with different types of food and recipes to find the one that is best suited for her customers. She refers back to Souji’s cookbook, which was left in his house when she took over, and tries to mimic his type of cooking even if she thinks that it doesn’t look right at all. Some of those foods are usually inedible because of their strange tastes, but she persists nonetheless because she won’t give up until she achieved her life long dream.
She is overprotective of Juka as she is the only link left of Souji and is his sister. She will do anything to uphold her promise to him to take care of Juka and she will become very aggressive if someone threatens or hurts Juka even if the girl insists that she is fine. She is frightened of what will happen to Juka with more dangers coming out of the woodwork with each passing day, but at the same time she does not want to sound or look domineering knowing that it would hurt the girl.
Hiyori is a pacifist by nature and does not like to fight at all. She prefers to walk away from a fight if possible as she has no confidence in her fighting ability, but when pushed she will fight back and won’t back down when she is protecting someone.
When she isn’t cooking or drawing she goes to a gym and practices how to fight. She has taken up boxing due to the nature of TheBee though she does incorporate a bit of kickboxing as well.

History
Hiyori’s parents were killed when a meteor struck Japan, this meteor was actually a hive of sorts for the Worms and was the beginning of the Worm infestation. While she was buried under rubble she saw someone with a Rider belt approaching her parents body and since then she believed that a Kamen Rider was the one responsible for the murder of her parents and she vowed vengence against that person.
She continued to live somehow and became a worker at Bistro La Salle where she worked with Kagami, who also worked at ZECT when it was still an independent company, and that was where she met Tendou Souji. After she accidentally saw him transform into Kabuto she became certain that Souji was the one that murdered her parents and she became more colder towards him; however she soon found out the existence of other Zecter Riders and she began to wonder if she was wrong about Souji in the first place.
Eventually she found peace in herself and accepted that Souji, nor Kagami who was Gattack, would have the evil in their heart to kill her parents and she was forced to admit that she would probably never know who killed them. It was also around this time that she found out that she was in fact not human, she was a Native Worm, and was technically Souji’s sister as her mother had impersonated Souji’s mother and gave birth to him and Juka. After incident with the Worms finished she was adopted into the Tendou family though she still kept her original surname Kusakabe and stayed with them in order to achieve her dream.
Then the Rider-Shocker war began and they were all dragged into another war that they didn’t want to be part of. Tendou fought as Kabuto and was part of the veterans that fought against Shocker and it was a war that no one would forget. Towards the end of the war Souji entrusted his biological sister, Juka, to Hiyori’s care as he had trusted his half-sister to take care of Juka in case anything ever happened to him.
Believing that he would survive the war she agreed to it and waited for him to return. However a year passed and he never returned back to his mansion leaving Hiyori, and Juka, with the sinking feeling that something happened to him and Hiyori immediately took the role of Juka’s caretaker and legal guardian. A while later TheBee zecter would come flying to her carrying the Rider Brace with it as Hiyori didn’t know what to do, she knew that the zecter didn’t belong to anyone at all since the last user died nor did she want to fight anymore. But when she looked at Juka she knew that she had to fight to protect her and she grudgingly took the zecter and the brace.
