URSA, the United Rider System Alliance, is a combination of Smart Brain, BOARD, Takeshi, ZECT, Aozora, Kougami Foundation, and Yggdrasil. Under the combined leadership of Arata Kagami, Kousei Kogami, IchirÅ Tachibana, and Takatora Kureshima, the organization runs rather smoothly. There are representatives of Smart Brain and BOARD who stand in, but they don't hold as much sway at the top.
The main headquarters is located in Tokyo, although branches exist in other countries to allow for faster deployment when needed. Each section of URSA works on different areas of development:
Smart Brain: Supplies Riotroopers and works on chemistry applications. This includes overwriting their Rider belts so that non-Orphnochs can wear them if need be, and creating drinks and pills that can create temporary Orphnoch DNA in a person who takes it, allowing them temporary use of their systems. Riotrooper gear also requires Orphnoch DNA for operation.
BOARD: Primarily searches out for missing Rider systems. They also offer anti-Undead operations, allowing even non-Rouzer users to seal Undead through mass produced pseudo cards.
Takeshi: Recon and R&D. Using Disc Animals and other means, Takeshi is helpful for scouting and finding threats and Rider systems. They continue to help train Oni (seeing as they are the only things that can stop Makamou) and help in the repair and reconstruction of Rider systems.
ZECT: Provides the primary military force of URSA in the form of ZECTroopers. They assist in R&D and repair work, but are primarily a military force.
Aozora: Funding and R&D. Due to the Ixa system's success, Aozora supplies a good amount of R&D in the field of Rider systems and upgrades.
Kougami: Funding and research applications. Kougami continues to research the Greeed and Medal situations, and is attempting to create new belts and Medals for the sake of a new generation of Riders.
Yggdrasil: Funding and defense applications. Through use of the Scalar System, Yggdrasil has provided defense for multiple large cities, albeit at the cost of some areas of the city via perimeter defenses. They also provide research into Helheim in an attempt to create more Lockseeds to create more Riders, although Helheim's fruit have stopped turning.
URSA takes funding from anyone, although they do not allow private donors to give input into how URSA runs its affairs. They take any volunteers into their ranks, although volunteers have run low, and they are now offering payment for those who wish to join their ranks and serve. URSA decides where new membership will be placed, to the best of their strengths, only taking into account the recruits personal desires as a secondary whim.
URSA has been known to do consensual cybernetics work to create Kaizo Ningen, and also non consensual at times, all for the greater good.
