I'm sure at some point someone is going to complain "The Rider section is in a constant war-like state, and the Riders are more of a military thing, so that means they HAVE to be serious! I don't like that!" or something like that. Now, let me tell you something about that.
No. That's wrong.
This argument can theoretically go to the Ranger side as well, but that's not as bad (Gokaiger was ridiculous at times, and hardly dead serious, so there's your answer there). Anyway, you have Rider systems that choose their owners, or ones you find, etc. There, simple. No need for "serious" characters only.
Further, let's take Gaim for example. Oren is technically a member of Yggdrasil as of the second arc, a serious organization. Yet is he serious? Hell no.
Kougami is a CEO of a corporation trying to help save humanity from the Greeed. He's ridiculous.
This is a per-emptive move against the complaints that can possibly come up. There's your answers that you apparently couldn't figure out yourself how to do.
