This was a question brought up on Skype that I feel is worth answering. There are four Zecters available as of now, and the rest are missing for now. URSA owns some of these four (whoever plays them and chooses to be an URSA Rider, for instance), while others are just roaming free (including the unlisted ones). It is possible for PMCs to own them, or other groups (up to the players to decide).
It's basically up to whoever wants them. That, and the remaining are just out in the wild somewhere.
