Ok, since this may come up:
URSA has whatever you want them to have out of the available gear. They spend a lot of time hunting down the missing gear and trying to add it to their arsenal. At the same time, PMCs are scavengers as well and may have found some gear, but otherwise build their own things.
So canon gear can go wherever. It's not restricted to just URSA, there is standing for PMCs to have it.
