Weeburn had been dispatched to start affecting the oceans, burning them to destroy them with his extreme heat. Considering one monster was already affecting the electrical grid in Japan, a second shot to Japan at the same time made some sense.

Weeburn was on the beach, blasting heat into the ocean, starting to destroy it.

Considering her position, Ripley didn't typically take on alien creeps all by herself as she usually had her goon squad with her. Thanks to the sudden increased Zangyack activity and the Convergence, not just SWAT, but the Dekarangers as a whole had been spread thin trying to contain the mess.

Ripley was in Japan, not for the sight seeing, but for the alien creep trying to heat up the ocean. Ripley didn't have a snappy entrance line in mind so she just took her handgun and unloaded on the fucker.
