In the near future (2020) the Great Leader, formerly of Shocker, allied the survivors of any of his organizations, along with the monsters not of his control, such as the Grongi, Lords, Mirror Monsters, and so on. With this, the Great Leader resurrected Shocker as Shin-Shocker (True Shocker) and began his attack to subjugate the planet.
In response, the Kamen Riders allied under Takeshi Hongo. Organizations such as ZECT, Smart Brain and Board allied and supplied assistance and soldiers (Riotroopers, ZECTroopers, etc.) to protect humanity together (these organizations under management of sympathetic parties, like Kagami for ZECT, etc.). In the aftermath of this Rider War, both sides were wiped out for the most part, but the Great Leader was destroyed by Hongo in the end of the battle, ending his reign for good.
Years have passed since then, and most of the Rider equipment remains lost. Some have been found, repaired, or rebuilt from scratch, but many are still missing. The companies have pooled resources and become a mega-corporation known as URSA (United Rider System Association), but Shocker has returned, but under no apparent leadership. Monsters have banded together, despite showing little to no intelligence in some cases (Mirror Monsters, Inves). People have taken to collectively calling them “Shocker” due to the past.
People live in fear while the side that fights for humanity is much weaker, and the monsters seem to be coming back to their old strength again, slowly but surely.
The question now stands: will heroes rise?
