Overview: Neil Wotan may seem like your typical drunken, high all the time, skirt chasing (though he'll really he'll have sex with practically living thing), asshole party boy, but he's more than that. He's the captain of a nefarious group of pirates that will do just about anything for money. When the situation calls for it, though, he can be downright ruthless and cunning. So don't let that party-boy billionaire image fool you, he's a man to watch out for. Though that doesn't mean that deep down he doesn't have his hidden heart of gold...

Henshin Sequence: The Gatack Zecter flies into Neil's hand, and he attaches it to his Buckle, exclaiming "Henshin!" with the Zecter repeating it. If the Zecter is already in Cast Off mode, he will automatically assume Rider Form.

Transformation: By setting the Zecter into Cast Off Mode by pushing up the horns, Neil exclaims "Cast Off!" with the Zecter repeating it. The armor then flies off of him, pelting any nearby foes, and the horns raise up.
Fighting Style: Uses a lot of close quarters combat, and some blade combat with the Gatack Double Calibur.
Weapons: Gattack Double Calibur - Shotel-like weapons which resemble mandibles. The gold one is the Plus Calibur, and the Silver one is the Minus Calibur. When they are interlocked, Neil can perform the Rider Cutting finisher.
Abilities: Higher stats, Clock Up
Finisher(s): Rider Kick - Gatack presses the full throttle button on the Gatack Zecter thrice and resets its mandible-like Zecter Horns back to their default position. When the Zecter Horns are switched open again, the tachyon energy stored within the Gatack Zecter is released to the Gatack Horns for refinement then redirected down to Gatack's right leg. Once charged up, Gatack sails at the enemy with jumping tornado kick. Gatack can also channel the tachyon energy to her left leg instead and delivers a traditional flying kick;
Rider Cutting - Gatack's alternative attack via the Double Caliburs' scissor configuration that clutches the adversary between the ion-charged blades where they are split in two.

Henshin Sequence: Neil takes his Odin deck and holds it in front of a reflective surface, making the V-Buckle appear. He then inserts the deck into the Buckle, multiple reflections appearing around before forming his armor as they splash against his body.

Other Equipment:
Tyrfing - a Zeppelin, about the length of two and a half school buses, containing a deck, living quarters, medical bay, and storage. The entire ship is run by an advanced AI called Wired and powered by an unknown energy source that is seemingly unlimited. The ship is covered in reflective panels that can be activated to camouflage it. It can reach top speed of 140 miles per hour. The weapon systems were long disabled, though they do have a powerful searchlight.- A pulse rifle, needs recharging after fifteen shots.
History
Neil's father served in the German Army before he was born and before becoming a successful business man, with stocks in companies like Smart Brain and Yggdrasill. He was always traveling so Neil didn't get to see him much. Neil was only nine when Shin-Shocker invaded the world and the great war began.
His mother was killed in the crossfire not soon after which led Neil's father Jack to watch out for the boy. Jack was one of the founding members of a group called Lost Raven, but almost immediately left to form his own crew - Tyr. It was the pirate life for Jack and Neil as they went around pilfering battlefields and selling their blunder to the highest bidder.
After the war ended, Jack and Tyr were hunted down by both URSA and Last Raven. The latter for betraying/stealing from them, the former for selling technology to the enemy. Jack refused to give himself up and was gunned down by his own crew. With the body of his own father in tow, Neil fled the scene on Tyrfing.
Now that the another war is on the horizon, Neil has taken on his father's business as captain of Tyr. He's still not on good terms with either Last Raven and URSA, but doesn't mean they don't hire his services every now and then. Retrieval, delivery, various odd jobs - he does it all.
