Overview: Hikaru was spent much of his childhood in an underground bunker where pretty much everything was given to him on a silver platter so understandably his view of the world has become quite askew. He aims to be elegant and masterful at whatever it is he sets out to accomplish, be it teaching, fighting, or even interpretive dance. He's quite the attention whore and Casanova, always hitting on the ladies, but rarely succeeding in his conquests.

Henshin Sequence: He transforms into Kamen Rider Meteor after the Meteor Switch is inserted into the Switch Socket, pulling the Waiting Trigger back and shouting "Henshin!" before pushing down the blue and spherical Enter Lever, then being hit by Cosmic Energy from the M-BUS satellite.

Weapons: Fingerprint Authentication Brace Meteor Galaxy - Kamen Rider Meteor's personal weapon, as well as Kamen Rider Fourze's secondary weapon in Meteor Fusion States, which is attached onto the right wrist. On the Meteor Galaxy, there are three switches known as Galaxy Levers representing three of the eight planets in our solar system, which acts similar to Astroswitches by using Cosmic Energy to enhance Kamen Rider Meteor's powers by adding armaments. By turning the levers on and touching the touch panel, Kamen Rider Meteor can acess special abitlities via Cosmic Energy after first projecting the planet.
Abilities: He gains the following abilities from the Meteor Galaxy- Mars Lever: The Mars Lever allows Kamen Rider Meteor to activate the Mars Breaker. Meteor is armed with the Mars Planet on his right arm, allowing him to deliver fire punches with a surface of 800 °C (1,470 °F).
- Jupiter Lever: The Jupiter Lever allows Kamen Rider Meteor to activate the Jupiter Hammer. Meteor is armed with the Jupiter Planet on his right arm, enhancing his punching power tremendously. It can also deflect fire-based attacks when pushed to the limit.
- Saturn Lever: The Saturn Lever allows Kamen Rider Meteor to activate the Saturn Sorcery, where Meteor summones the Saturn Planet and project violet-colored copies of it's planetary rings to act as guided boomerangs.
- Meteor Strike - A flying side kick. A variant of this is used with Kamen Rider Fourze's Elek Switch in the Driver instead of the Meteor Switch
- Meteor Tornado - A corkscrew kick. He has a tornado kick variant when the Fire Switch is in the Meteor Driver.
- Starlight Shower - A Rider Punch limit break activated by inserting the Meteor Switch into the Meteor Galaxy. He hits his opponent with fast, yet hard, jabs.
- Rider Super Electromagnetic Strike - A combination finisher with Kamen Rider Fourze Magnet States, Meteor places the N Magnet Switch into the Meteor Driver, which allows both to use the magnetic pull from each other to ram into enemies, Meteor performing a flying side kick.

History
The son of the president of one of the world's most successfully financial company, Corday International, was visiting Japan when he fell in love with a beautiful Japanese woman. The two married in secret before eventually she became pregnant with Hikaru. The Corday matriarch, and Hikaru's great grandmother, learned of this and forced Hikaru's father to return home to France immediately.
Hikaru was born in Japan, but raised in France when the Corday family legally claimed him as their own - separating him from his mother. Hikaru was only three when the war between the world's riders and Shocker began. Corday International helped out in the war effort while Hikaru and others stayed in a secret (yet luxurious) underground bunker for a few years. The war ended three years later, but Hikaru didn't leave the bunker until he was fourteen.
By this time Corday International had been reborn into the space exploration and research organization BEACON. Hikaru was fifteen when his father passed away in what seemed like an accident at one of their facilities. His ninteen year old half-brother Cyrille then took over.
Hikaru returned to his native land of Japan when he was seventeen. Here, he learned about his mother's demise during the war times and the eleven year old daughter she had given birth to. The girl was named Kanon and was immediately taken in by Hikaru to live with him.
Cyrille wishing for his younger brother to mature a bit and get some responsibility had him trained by private tutors in order to gain a degree and teach at the BEACON-run Amanogawa High School.
After successfully becoming a teacher at AGHS, the forces of Shocker began to appear once more. Wishing to further prove himself as a Corday, he volunteered to be a test-pilot for the newly created Prototype Astro Gear, Project BLUTO. Little did he know that he would soon find himself working alongside a figure from his past, Michelle Liao..
