So Ken's backstory states that his partner's death and the fact that one of his own team members tried to kill him was covered up by the police department. What if it's because someone in the chain of command, way high in the chain command, was a Shocker plant? What if said plant wanted to kill Ken because he was a rising star and feared that he would discover that Shocker had plants in the police department?
So my plot is to have Ken investigate the whole thing with URSA backings and eventually find that Commissioner General (the highest rank in Japanese law enforcement) is a Shocker plant and then the whole police force hunts Ken down because they think that he's a terrorist? He then finds out that there are also other plants in other parts of Japanese infrastructure such as perhaps hospitals, economy, military etc. and that causes all sorts of other plots that I have yet to think about.
Opinions would be much appreciated since I think that this is a good way to get the ball rolling in the KR world.
