Group Name: eXtraterrestrial Defense Initiative

Objective: To defend humanity from giant Kaiju attacks, attacks from space, monster attacks, as well as deal with the effects of digital viruses utilizing the latest in energy development.

Alignment: Chaotic Good

History: Originally formed in 1991, they were warned of the existence of a large fleet from space, and giant kaiju. With a combination of alien blueprints for mecha and mecha parts, weapons, an energy source that didn't run out, replication technology along with some other things, and some of the best minds Earth had to offer, they set out to counter this threat. But progress wasn't easy. In the early 2000's, there were various threats that came along, and were neutralized without the organization having to intervene. It was during this time that one of the secondary research facilities simply vanished, with only a select few knowing what happened. In 2004, the first Space Beast came, the One, and was defeated by a silver giant known as Next, a lesser form of the original protector. No one really remembers about the attack because their memories were erased. But in 2009, when the Dark one returned, Zagi, the one that the Visitors, or so the aliens were known, warned about, the memory wipe was broken, and Ultraman Noa the protector defeated Zagi. That was not the end of their troubles. Even before that, there were signs that a space fleet was coming, and so production of various technologies was stepped up and stepped out. One such endeavor was launched with the backing of Interpol's international crime division, and became one of the Sentai, Gobusters, along with an elite Dark Buster team. The normal operators were the public face, taking on monsters of the week and the like. The elites were hardcore, taking on technologies such as Meldrifting, where two minds were connected to their prize mecha, each controlling one side, and possessing varied mecha. Their duties entail monitoring new energy complexes that are being tested in some cities, fighting kaiju both on the ground, and large-sized, keeping up with news, and being proactive.

Group Name: The Saints
Objective: Riches and bitches (they don't have any real lofty goals)
Alignment: Chaotic Good
History: Formed as a street gang in the city of Stilwater, the Third Street Saints rose to dominance fairly quickly. Led by an enigmatic character known simply as "The Boss", they first took over Stilwater and then the neighboring city of Steelport. They grew outward from there, into an absolutely enormous media empire as the world idolized their criminal acts. They cleaned up their act a tiny bit, but they were famous for being gangsters, so they mostly remained gangsters.
That all changed when the war broke out. The Boss and her top lieutenants found themselves on the front lines of a war that they didn't consider their own. However, they were icons; they had fans to not disappoint. So they went in, guns blazing. They underwent major restructuring to better support a war effort, becoming less of a media conglomerate and more of a paramilitary organization. As the war ended, they had transformed into a full-blown PMC. They were still famous, but not for the same reasons.
They set up shop in their old home cities, The Boss choosing to take up residence in Steelport. As such, the organization has been based in Steelport for the most part, but their operations have gone global. They've begun dabbling into gear privateering, with one of the top lieutenants getting his hands on the Accel gear and others obtaining various other gears.

Pierce Washington- The one who most readily took to fame, the man with connections who gets things for the Saints.

Group Name: Kline & Associates
Objective: Rider gear research and the eradication of evil.
Alignment: Lawful Good

History: Dr. Kline had always been a bit of closet inventor for about as long as he could remember. All it took was one good mentor and he graduated from MIT with flying colours. The war with Shocker weighing heavily on his mind, Kline turned his mind from merely researching rider gear, to developing his own.

The company, Kline & Associates, was formed to give his personal project's a little more legal standing. They rarely trade as a genuine company and only officially invest in rehabilitation schemes for the downtrodden. If you did a little digging you'd quickly find that the company is no more than a front, a perfectly legal one mind you.

Kline suffered a minor set back when Dominic stole the original Virtue Driver, but have recently completed the newest Virtue Driver and a number of additional Virtucrosses.

Group Name: Time Preservation Department
Objective: Prevent any and all disruptions in the time-stream, capture any time "renegades" 
Alignment: Lawful Good/Neutral
History: The notion of Time travel was entirely theoretical until the year 2902 when the first working time machine was constructed by now world celebrated Professor Edward Wells. Wells went on to found the Chronos Institute, only for time travel of any kind to be deemed illegal almost right away. Any person caught traveling the streams of time no matter their intent was deemed a Chronal Renegade with a crime punishable by death.

Wells and the Chronos Institute managed to convince the World Government to allow them to continue their research. They eventually came to agree, but under the condition that the Institute would report directly to the UWG. By then, time crime (known official as Chronal Law) had become increasingly rampant after the theft of many of the Institute's designs by the infamous terrorist organization Silence and its mysterious leader John Titor, many of which were promptly sold on the black market.  

In order to combat this threat, the UWG created a special unit, consisting of highly trained specialists and Chronal technicians, who would utilize the Institute's technology in order to track down and capture any Renegades. Special battle and Chronal expedition suits were designed personally by Professor Wells for use by these "Timerangers." 

Both the Time Preservation Department and its parent the Chronos Institute operate out of a highly advanced building, codenamed "The Blue Box." Captured Renegades are kept within, preserved in a cryogenic slumber by orders of the UWG for reasons unknown.

Group Name:Yakamura Bank
Objective:As a front, to loan money to those that need it and act like a regular bank. In reality the headquarters of the various Lords tribes in its fight to protect humanity and progress humanity.
Alignment:Neutral
History: Created after the end of the Rider-Shocker War the Overlord of Darkness, after his fight with the last Agito, became curious as to how humanity seems to be able to bounce back after such a devastating war. Although the Lords had killed those that possessed the Seed of Agito in order to prevent humanity from being destroyed they were now wondering if perhaps the Seed of Agito can be used not only to protect humanity, but progress it further into an 'infinite evolution', meaning that humanity evolved far beyond what they were designed to do and become something greater than the Overlord of Darkness ever imagined.

Therefore in order to facilitate this the Lords created a disguise, a global bank that would aid those that wish to progress and protect humanity, while at the same time watching them and seeing how they grow. They continue to fight against Kaijins and exterminate them wherever they find them, but against humans they seem to be neutral and observe those that need to be observed.

It is natural also that they are allied with URSA though only for the funding as they do not trust URSA and is watching them very carefully.

Group Name: BEACON (doesn't stand for anything in particular)
Objective: Research the outer realm of space and its possibility for Earth; Research Cosmic Energy, Astro Switches, SOLU, Zodiarts, and the like; Retrieve the Fourze and Meteor Drivers; Prepare the next generation for a brighter tomorrow
Alignment: Neutral Good
History: What started out as a small town auto-repair shop as grown into one of the most powerful and influential companies in the entire world. Since then they've moved away from simply auto parts and now develop military weapons, top of the line robotics, and even home appliances.

Unbeknownst to the rest of the world, Corday International had another name known throughout the criminal underworld "Foundation X." Foundation X financed several criminal groups such as Museum and the Horoscopes and ran some of their own nefarious projects like the NEVER Program. The Foundation ran afoul of various riders over the years, eventually ceasing complete operation after being nearly wiped out.

Corday International itself kept on going after the dissolution of its shadow self, in fact began to prosper up until and through the war, providing weapons for the armies of the world against Shocker. After the war ended, Corday International left the rebuilding to other corporations and began to focus on the endless stars above. The new President Albain Corday renamed the organization BEACON, as a shining symbol of hope for humanity's future.

Corday brought in several high profile scientists like Kengo Utahoshi and celebrated war heroes like Gentaro Kisaragi. However, Utahoshi, Kisaragi, and fellow astronaut Yuki Jojima are presumed lost in the cosmos after going on a mission to make contact with mysterious extraterrestrials known as the "Presenters."

Space wasn't BEACON's only focus, but their true goal is to cultivate the budding minds of today's youth and prepare them for a brighter monster-free future. For this goal, Amanogawa High School was reopened after being closed down for decades. They maintain several labs around the world with a main headquarters in Switzerland.

Group Name: Hidaka Circus
Objective: Bring in any war orphans and refuges and give them some kind of life, secretly it acts as Takeshi directly under Ichiro Tachibana though with less involvement with the rest of URSA
Alignment: Good
History: The Circus was founded during the last few months of the War by Ichiro Tachibana, Asumu Adachi, and a few others. It was to act as a more discreet branch of Takeshi while the main branch was dissolved into URSA and would serve to seek out the lost systems and find worthy enough people to take on the mantle of Oni.

Tachibana and Adachi found this necessary, not only to continue and preserve the proud legacy of the Oni, but to ready themselves for the eventual return of the Makamou who could only be destroyed by the Oni's pure sound.

It continued to hang on throughout the peace years, acting as a both a home and work for those who lost their homes or families during the war. It travels throughout Japan and the rest of the world, but uses the Forest of Disk Animals for a main base.

Unlike URSA's policy of a good kaijin is a dead kaijin, Hidaka Circus accepts all kinds, as long as they do no evil against another as long as they remain with the Circus.

Group Name: Ars Goetia
Objective: Kick ass, play kick ass music and make tons of money
Alignment: Good
History: A bunch of Onis got together one day and decided to form the world's most kick ass rockin' band. They go around not only putting on totally mindblowingly awesome shows, but fighting evil monsters like the Makamou or just anybody in need of a good face pounding.

They often work alongside the Hidaka Circus and actually played many of their first gigs there. They're still not world famous or fabulously rich, but they'll never stop playing until they reach the top. There may a war brewing, but that doesn't mean the world doesn't need some great tunes.

They all play entirely different genres of music, yet somehow it all works, don't ask me.
